frist layer speed too high

question: we consider that to create a full and compact fill sli3cer orders the printer to make 3 layers, the speed of these 3 layers must be the same? if the answer is yes, then there is something wrong with the first layer because it is much faster than the other 2 layers
to be able to lower it I lowered the speed of the first layer from slic3r..ma I do not think it's the right solution, because if I have to use 2 reinforcing base layers, the first layer of the object is much faster than the second and third layer
