software power the sim900 via software

I have had success with programming the SIM900 using a parallax propeller micon.
I still have a problem with powering the sim900 via software.

The instructions say:
• 2, Software Triger; If use this way to power up the GPRS Shield, JP need to be soldered, then Digital Pin 9 of the Arduino will act as Software Triger port and Digital Pin 9 can not be use as other purpose. Then give Digital Pin 9 a Turn on Impulse can power up the GPRS Shield. The power up scenarios illustrates as following figure:

My question is, how do I power up the sim900 using software if I am not using an Arduino?
I Am using a parallax micon “propeller”. I can take a pin high but don’t know how to
Connect it to sim900.

The GPRS shield can't work without an Arduino

I have successfully connected a parallax "propeller" mcu to the sim900 and it is working okay.
