If you can not extrude the filament by you hand, the head is blocked; otherwise, please calibrate the spring properly.

Hi, when LCD is displaying "ERROR MIN TEMP", you can heat up the extruder, please check if you have connected extruder thermistor to correct slot. Please take a photo, let me check for you.

Stepper can be controlled, it means the MCU of rumba is fine. Was everything fine before?
And, when you test the voltage, the black pen of multimeter should touch GND on PSU, rather than the "-" plus on fan connector, so as for hot bed and hot end.

You can use the PSU safely, it is normal that the there is noise from fan.
I notice that the LCD displaying "MIN TEMP ERROR", that's because extruder thermistor is not well connect, please make sure it's plugged well. If the LCD displays something like "TEMP ERROR", you can not heat up anything.
