Maybe the mosfet Q5(which controls the PWM signal) on the board was broken.And the voltage should be 12V when controlling it to 100% in Repetier Host.

Probably not...You can check if you have endstops correctly connected(X-1,Y-3,Z-5),have a look at the following picture:

You can send the commend "M106 S(0~255)" then measure if the voltage has changes on PWM_Fan slot.

As far as i know,Geeetech is on their vacation(Chinese National Day).
I think you can contact the sales(sales@geeetech.com) to have the replacement for the broken parts if you've verified it,and
i believe you will get response from them soon.
