Is hotbed thermistor plugged? You can not heat the hotbed if thermistor is not plugged.

What is the LCD displaying? It would be better if you leave a picture.
And you should confirm the hot bed is connected correctly.

Even it can not heat, the LCD should not display "0/95". If it shows "0/0" when not heating, the hot bed thermistor is not well plugged or plugged to the wrong slot.

If LCD displays "0/95" when heating and "0/0" when not heating, you should check if the hot bed thermistor is fine, because when it is not well plugged, or when somewhere of thermistor is open circuit, LCD will display like that.
